By VETTAPHARMA reporter: Eli Lilly and Company announced plans to invest more than $3.5 billion in a new injectable medicine and device manufacturing facility in Lehigh Valley, Pennsylvania, marking a significant expansion of the company’s U.S. manufacturing footprint. The site will produce next-generation weight-loss therapies, including retatrutide, a first-in-class investigational GIP, GLP-1, and glucagon triple hormone receptor agonist.
The Pennsylvania facility will be Lilly’s fourth new U.S. manufacturing site announced since February 2025 and the company’s 10th U.S. manufacturing site announced since 2020, reflecting its continued commitment to strengthening domestic medicine production.
Lilly expects the project to create more than 2,800 jobs, including 850 permanent high-value manufacturing roles such as engineers, scientists, operations staff, and laboratory technicians. Construction is expected to begin in 2026 and generate approximately 2,000 construction jobs, with the facility projected to become operational in 2031.
According to the company, the investment will significantly benefit the regional economy. Lilly estimates that every dollar invested could generate up to four dollars in additional local economic activity, while each manufacturing job created is expected to support multiple additional jobs across related sectors such as supply chain, logistics, and retail.
The Lehigh Valley site, located in Fogelsville, Pennsylvania, was selected from more than 300 applications. Factors influencing the decision included proximity to STEM universities, an established technical manufacturing economy, existing infrastructure, and access to utilities, transportation, and favorable zoning incentives.
Lilly plans to deploy advanced technologies, including artificial intelligence, machine learning, integrated monitoring, and data analytics, to ensure efficient operations and a reliable supply of medicines. The company will also partner with local universities and invest in education initiatives across Pennsylvania to support workforce development.

Edgardo Hernandez, Executive Vice President and President of Lilly Manufacturing Operations, said the facility will expand access to next-generation weight-loss treatments and improve the domestic supply of essential medicines, while fostering long-term collaboration with Pennsylvania communities.
The announcement forms part of Lilly’s broader U.S. manufacturing expansion strategy. Since 2020, the company’s capital expansion commitments exceed $50 billion, including new sites, expansions, and acquisitions across multiple U.S. states and territories.
